I Built a Directory for Every Barangay in the Philippines (Starting with Albay)

If you've ever needed a barangay clearance, you know the drill.

You show up at the barangay hall. You wait in line. Then someone tells you that you're missing a document, or that the captain isn't in today, or that you should've come in the morning.

And the worst part? There's no way to check any of this online before you go.

The Problem

There are over 42,000 barangays in the Philippines. Most of them don't have a website. The ones that do often have broken links or outdated info from 2019.

If you want to find your barangay's contact number, office hours, or what documents you need to bring — good luck. You'll have to ask a neighbor, dig through Facebook, or just show up and hope for the best.

This is especially frustrating for:

  • Job seekers who need a barangay clearance before they can get hired
  • OFWs who can't just walk to the barangay hall from abroad
  • Business owners who need endorsements and permits
  • Anyone who just wants to know if the office is open before making the trip

The government has a directory, but it's incomplete. Other sites exist, but they only show the barangay name — no contact info, no office hours, no document requirements.

What I Built

brgy.to is a free directory of Philippine barangays with actual useful information:

  • Contact numbers and email addresses
  • Office hours
  • Facebook pages (most barangays are active on FB)
  • List of officials (captain, kagawads, SK chair)
  • Step-by-step guides for getting documents like barangay clearance, certificate of residency, and certificate of indigency
  • A Q&A section where residents can ask questions
  • News and announcements from the barangay

I started with Albay province — 720 barangays across 18 municipalities. Legazpi, Ligao, Tabaco, Daraga, and the rest.

Each barangay has its own page. If you're from Pili Ilawod in Bacacay, you can go to brgy.to/albay/bacacay/pili-ilawod and see everything in one place.

Why This Matters

Think about it. The barangay is the closest government unit to every Filipino. It's where you get your first document for almost anything — jobs, passports, NBI clearance, business permits.

But finding basic information about your barangay shouldn't require a trip to the barangay hall.

For provinces like Albay, where not every barangay has an official website, this fills that gap. It gives every barangay an online presence — even if they don't have the budget or technical know-how to build their own site.

Here's the thing: I can't do this alone.

There are 42,000+ barangays in the Philippines. I can build the platform, but I can't personally collect contact info, office hours, and officials for every single one.

That's where you come in.

If you know your barangay's contact number, office hours, or current officials — you can help by sharing that information. If you're a barangay official, you can claim your barangay's page and manage it yourself.

This isn't my project. It's ours. The goal is to make barangay information accessible to every Filipino, wherever they are.

Right now, brgy.to covers Albay province. The plan is to expand to more provinces based on demand.
